Wheel Hop While Turning?

ok, im not too sure if this is normal (it shouldnt be if it is) but when i cut my wheel all the way to the left or right and try to go my car hops. it seems like something is trying to stop it from moving. I guess its more like a resistance hop. Does anyone know the cause of this? Could it be that the previous owner welded the center diff. if so how would i check that?

What kind of car is it, mods? And yeah it could have a welder viscous in it which would make it do that.

More info or I will delete this shit.

no mods to the drivetrain, car is a 95 talon tsi awd. only mods to entire car are BOV, intake, and MBC.
