If the whole noise revolves around whether or not you're pushing down on the clutch pedal, its more likely to be the TOB.

Yea, while driving it whines, changing tone with engine speed. When I'm sitting still idling in neutral, it makes the noise. When I push in the clutch pedal, it goes away.
