Safe means your shit isn't going to blow up.
The tune is either safe or it's not. Good shops tune safe unless you tell them otherwise, but you're foolish to do so. A poor shop will think they're tuning good and safe, but in fact their tune is junk and your car is either in jeopardy of blowing up or it isn't making as much power as it should, or both.
