One of the viper guys that I know has a pretty nice setup. He has a racepak data logging system and software to work with his GPS to show him gong around the track. If you search for the BIR short course on youtube, you will see it with him running a 1:45 lap (which is fast for a street car). It would probably cost $2k for a similar setup though.

These guys may soon have the answer to your guy's needs. I know the guys behind it, and I personally handled a national rally event(in CA/AZ) with their equipment a couple months ago for testing.. It's good stuff. Basically it's video/sound, and gps mapped. Gives all sorts of data, and the video/map interface is pretty slick. It's not public yet, but here is the site for reference:
