Sounds like a messy night! Anyway, it doesn't sound to me as if Progressive is paying him based on value, but rather based on the fact that they have to split up the 10K among so many vehicles. If that is the case, he can attempt to sue the guy and retain the rest of the money. (that is why you should always carry more than $10k on your policy) If he is simply disputing Progressive's dollar value for he vehicle, he may be able to find some help with the Insurance Comissioners office. THey are part of the MN Dept of Commerce. You can file a complaint with them over the phone or online, I beleive.

If he has his own insurance, he should contact his agent. By filing a claim with his own company, there may be more that can be done to help him maximize his portion of the payout. It's always better to have the insurance companies negotiate amongst each other.
