The whole repair process in general would be much easier with the bumper off the car. It's tough to get the fiberglass matting saturated with resin upside down, so the repair quality would be better as well. Not to mention, if the bumper was on the car during painting, the whole car would have to be masked off and bagged. It's also easier to keep the dirt out of the paint when you aren't spraying the paint up from the floor.
Is that a removable lip or is it all one piece?
