I wouldn't be too worried about weaker blends just yet. The letter of the law has been 51% for at least a few years, now the stickers just match. Could be as simple as that. I found an old post where this was touched on, back in 2012 (the standard of 51% is at least that old):

Although it could have been, as stated before, old contaminated E70, the lower limits of E85 seems to be 51% as stated at the .gov website.
