Engine not Idling

So I FINALY got done with my engine rebuild with my GS.
Just to let you know about specks.
1993 Mitsubishi Eclipse
2.0L N/A

So everything is together and the car starts up however it doesn't want to idle. It will pop a little bit. I tried getting the timing pretty close however it doesn't matter where I position the sensor it doesn't help the idle.
For the heck of it we took it out to drive to see if it has enough power to at least move the car. It does! It runs and moves above 2000 RPM below that it pops and hesitates.

I am wondering if this would be the timing belt tensioner going out. Would it cause these symptoms?
Does anyone else know what to check? I will answer any questions about the car or what I have done.
I did check the compression and everything checks out OK.
It has new spark plugs.
The check engine light doesn't come on so I don't think it is a computer thing.
