Question Question regarding cam timing

Well i got my HKS 272's all in the head and torqued down. I have the cam sprocket pins facing upward 12 o'clock. I looked at the under side of the head and i was thinking that #1 and #4 valves would be completely closed but that's not the case, #1 was closed and #4 was part way open or part way closed. When the piston is at TDC, #1 and #4 are at the top. Can someone please tell me if this is correct? I don't see any way of messing this up, if the pins are at 12 o'clock, it's right... correct?

Yes, just set them to the top and run a straight edge accross it. When you get it all back together, rotate the engine over a few times by hand to make sure it is fine. The only way the valves would be off is if you do not have the rockers on right or maybe a bad valve. Nothing to do with timing.
