MN car title from bill of sale?

I picked up a Crown Victoria about a year ago and lost the fvcking title for it.

I still have the small square bottom corner from the title somehow.
Otherwise all I have now is a bill of sale for the car. Thankfully I got this also just in case.

I found out from some internet investigating that the previous owner is serving multiple jail sentences in several states, so I can't really get in contact with him.

I talked to the school attorney about this and she said that I should be able to bring it in to the DMV and have them work it out. Of course the DMV would not give me ownership of a title from a bill of sale though.

Has anyone been in this situation before? I'm guessing I would have to go in front of a judge to get this transferred?

Any help is appreciated. I really need to get this out of my garage!

If you can prove you bought the car with a bill of sale, you can probably get a new title for it. You'll probably still need the signature of the previous owner though, I believe there's a special form you need from the DMV.
