Ideally heater output should be about 140 degrees, plus or minus maybe 10 degrees.
I agree its probably due to the fact its really cold out, and you probably have a 4 cylinder car. That toyota is all Alum. where as we luckily have a nice iron block in our DSMs...
I'd try the cardboard.
