Evo 8 fuse diagram

Alright. It has been a while. Still have not got this issue fix. I am not getting power back to the fuel pump. 95Talonracer and I have been looking at the Evo and we tested:

Swapped out relays under the hood with good relays. Not that.
Crank position sensor. That looks good.
injector resistor pack. Thats good.
We tested spark and it has spark.
It has no power back to the fuel pump.
Checked wire harness by driver side kick panel. Looks good.

What else could it be?
