Yeah it is broken out by percentage. The "home state" get xx percent and the rest of the states share the other precentages as you break out. It helps to divide road damages and such.
I was saying that you would not have to pay for the apportioned/IRP plates and just get the permits. I have never personally looked into the temp policy as the fleets I manage just run the IRP plates when needed, I just knew of the option and wasn't sure if you had checked into that
