Yes, of course they should. I identify as an atheist, so basically i can place my hand on the bible and swear to this book, but then lie, because i dont believe in said book. It would be the same as me swearing on 50 shades of gray...
Anyways, i dont think they do that as much anymore, maybe in the south.
