Alternator wiring

I bought a new Beck/Arnley reman'd alternator and my car still only runs at about 13.2 volts max and sometimes even dips down into the 9.x range randomly. I'm thinking it has to do with the black voltage regulator plug because the wires on mine seem to be mangled and burnt.

Does anyone have any idea where those wires on the plug go to? I'm planning on just soldering brand new wires onto it and route them somewhere away from all the heat.

This is for a 92 Galant VR4

Correct me if in wrong but there are 3 wires going into the alternator. 1 charge wire and 2 off the plug. One wire off the plug should be a constant 12v from the battery and the other should be a ground right??
