1991 Dodge Stealth stuck in 2nd; fail safe mode??

A few months ago my friend picked up a 1991 Dodge stealth.

I am not sure exactly what the car is but, it is an auto. and FWD, N/A. The car originally would not shift out of 2nd gear. We trailered it to his house, and took the transmission and torque converter out.

He brought both the transmission and the TC to a trans. shop in Detroit Lakes and had everything redone and got a new TC.

He and a friend put it in while I was at work one day and called me and said it still won't leave 2nd. Then my friend mentioned a "fail safe mode". He was told to just take the negative off of the battery for 10 minutes and the car should go back to shifting normally. But the car sat without a battery for 2-3 months.

Neither my friend nor I can figure out what to look for. I thought his transmission computer might be bad. He plans on taking it to the Proving Grounds Saturday so any help would be appreciated.

Bump..? Got a new TCU and it hasen't done anything. Any ideas??

It should be 3rd gear if the valve body is not controlling anything. I would go over EVERY connection relating to the tranny, check fluid level, check you shifter adjustment.
