cleaning a block Q.

I finally picked up my short block this past weekend and I have a few Q on how I should go about cleaning it out.
This block has been on a stand for over 3 years mind you and it is complete.
I really dont have the option to hot tank it... so should I just drop the pan and go to town with some carb cleaner.. how should I go about cleaning out the cylinders? It did have a head on it but no plugs in the head so there is a little grime and random dirt in there also.

Any tips.
