High Idle, CAS and HKS 272's

Ok, long story short one of my "friends" swapped in my new 6 bolt for me. Big mistake. It runs. Idle is between 2.5 and 3k. I think I can get this to come down with adjusting the biss screw. Not entirely sure. It is a brand new 1g throttle body from Steve Monroe so I know it is good to go. However, my main problem is where my dumbass friend put the CAS. Instead of the bolt holes being like . . they are : or 90 degrees from what it should be. I played around with it a bit and if I push it too far it starts to sputter and back fire. Not what I want obviously. My main question is what the hell do I need to do to get the CAS back to where it should be. I am not sure what the hell he did or didn't do. I know the car does run and other than playing with the CAS a bit I haven't had a chance to do much other than run the vacuum lines the way they should be.

Any help would be greatly appreciated. And I do have link, but nothing has been adjusted or logged in there as I don't want the car running with the CAS like it is. I am just trying to get the car back to my place in running order so I can figure out what the hell else was f'ed up.
