The 60-1 is an old ass T04B compressor wheel. Not the more efficient wheel ever at high boost. Not bad for a car that runs around 15psi and has a fair amount of displacement(6 or 8 cylinder) or has a good head like a VTEC car. The SC61 uses the 61mm compressor wheel from the GT35R. For most cars, that 61mm comp wheel will not be any laggier than a 60-1, but it will have more power potential. You definately want the anti-surge cover if you have a 2.0l.

Liar, The anti surge cover is just a marketing ploy just like the electric blow off valve, and the anti crank walk cream.
