Are you referring to the cam gears being setup at 12 o'clock? Naturally, without the belt, they are at 11 and 1 respectively. Would that be an indication of improper cam installation? It is a rebuild, but could have been rebuilt incorrectly.
If the later and referencing the tensioner pulley, then ok, that makes sense as long as it is within spec.
