Anyone work at a DMV/DVS location, I need help.

It's the same here, you apply for a lost title, you need documentation from the current owner and a bill of sale. The MN DMV will investigate it to see if someone else owns it or makes claim to it, the process takes about a year. I believe you can plate it in the meantime though.

I can help you out with it, I have good friends in my local DMV that'll pull some strings.
