Cylinder head rebuild questions

So ever since I bought the car there has been valve tick in the head above 5000 RPM. Also I think the valve guides are shot as well because there is black coating on the inside of my exhaust tip which means I am burning oil somewhere.
Basicly my cylinder head needs a rebuild or something or it is going to drive me crazy.

I was just wondering what is the best way or process to do a rebuild? I have a very limited budget and can do as much work as I can but doesn't a machine shop have to do some of the work? How can I make this process easier for him and cheaper for me?
How much will all this cost?
What Machine shop do you recomend?
Or should I skip all of this and find someone with a different cylinder head for sale? (Would I really know what I am getting?)
Should I wait till the spring and have more money so I can get some other stuff done to the cylinder head?

I am getting some performance parts in the mail however I don't know if I should push the engine with the cylinder head the way it is or am I just over worring?
