Oil Restrictor with PTE SCM50?

Alright, just wanted to hear from you guys. Been doing some research on these turbos and some people say if you are running the oil feed from the oil filter housing, that you should use an oil restrictor. Also have read that you don't need one. I am pretty sure my turbo is gone so I was going to replace it with another of the same (SCM50 series with standard journal bearing) and want to make sure this one lasts. Oil line setup on the car now has no oil restrictor so I was thinking of adding one on the next one. Opinions on this?

On startup, I see around 75 psi until it warms up. Then it goes down to around 20 or so. It gets back up to about 85 psi though when at WOT.
