throttle creep

I just got done doing J-spec motor swap. My car will idle fine as I drive the car, the throttle starts to stick open. I have taken the throttle body off cleaned all the ports changed the IAC and the throttle position sensor and it is still having the same issue. I do not have any emissions on the car all ports have plugged. I am positive it is not a vacuum leak cause I can see the throttle position go from 1% to 6% on the scan tool as it warms up as I drive. The throttle position does not change when I just start up the car and let it idle. Has anyone else had this problem and know how to fix it. please help

ya i just had that problem turned out to be a bad IAC right under the throttle body

I think I tracking it down to frayed cable in the cruise control box. The cable is frayed right at the entrance of the sleeve so you can barely see it but as soon as you go wide open throttle the fray comes out and hangs up on the sleeve.
