Gotcha, another thing is that I highly doubt the suction assembly has anything to do with the erratic pressure. The suction assembly works off the return line and I see no way of getting backed up. The gss342 is a normally closed pump. If the second pump is not on, then it would just act as a check valve.
The first thing i would do since you have a progressive controller on there, is to bypass that controller by running straight 12 volts to the both pumps. Seems as though the progressive controller is pulsating the second pump. In all honesty, I would ditch the progressive controller. There is no need to progressively control intank fuel pumps. Progressively controlling pumps will help keep them cool. If you had a big external pump that whines like hell and heats up on the street, then I would install the progressive controller.
